Village head in food aid scam

A CHIPINGE village head connived with his secretary to register a relative who died seven years ago to benefit from relief aid programmes being administered by the Department of Social Welfare.

Josphat Mangezi (57) who is the head of Musimbo Village connived with Lyton Dhliwayo(41) to register Mangezi’s late sister, Sana Maphosa, as one of the beneficiaries of the relief aid.

The duo was each fined $10 000 when they appeared before Chipinge magistrate, Mrs Elizabeth Hanzi facing fraud charges.

They were convicted on their own guilty plea.

Prosecuting, Mr Timothy Katsande said during the month of September 2018, Mangezi gave Dhliwayo his late sister’s ID details for him to register her as one of the beneficiaries of the Social Welfare relief aid.

The cat came out of the bag when Dhliwayo later took the ID and used it to register an Econet line number 0771514446. He gave it to his employee, Thomas Machacha.

Machacha allegedly stole two beasts from the village and drove them to Mozambique.

A wallet that contained the sim card was picked up by an investigating officer and he stumbled into some incriminating information when he traced the line.

Muchacha was arrested and both beasts were recovered.
