STAKEHOLDERS in the education sector must work hard and adopt diverse innovative solutions to extricate the country from a cage of poverty to prosperity.

This was said by Minister of Higher and Tertiary Education, Science and Technology Development Minister Professor Amon Murwira  in Mutare where he was presenting proposed amendments to the Manpower and Development Act.

“The design of our manpower planning and development system must become a prime target if we are to get out of the cage of poverty and prosper. We must therefore move out of the normal and venture in the unchartered waters. This means we have to take a different path to develop Zimbabwe, not the usual path. No more autopilot when it comes to the act.

“The dimensions of cage of poverty include legal barrier, technological barrier, knowledge barrier and moral barrier, and one has to break all these dimensions in order to develop,” said Prof Murwira.

He indicated that national strategic intent can only be achieved by developing a nation that can consciously construct using a fit-for-purpose manpower planning and development design through education, science and technology development.

“These amendments are designed to improve on service delivery and create a legal ground for the effective management of the institutions of higher and tertiary education, the parastatals that fall within the purview of the act and professional bodies.

“Capability to cause the production of goods and services provision has therefore become the raison d’être for the ministry,” he said.

Prof Murwira also said among the principles set to be aligned to the Constitution is the strengthening of innovation, science and technology for industrialisation and modernisation.

“The principle of innovation, science and technology for industrialisation and modernisation, are the bedrock for Zimbabwe’s capability to leapfrog and become an industrialised economy.

“We propose to strengthen the Act so that it is explicit in the promotion of knowledge, science, technology and innovation for the industrialisation of Zimbabwe,” said Prof Murwira.
